The National Oceanic and Atmospheric Administration (NOAA) is a federal agency focused on the condition of the oceans and the atmosphere. Its mission is to understand and predict changes in Earth’s environment and conserve and manage coastal and marine resources to meet our Nation’s economic, social, and environmental needs.

Business Problem

NOAA’s Office of Acquisition and Grants Management had little or no clear visibility into acquisitions, budgets, and spend. It needed a unified business process system with the flexibility to adapt as business rules changed. It required that the system be web-native, and that it facilitate the linking of acquisition plans directly to requisitions.

Appian BPM Solution

Appian contracted with NOAA to provide a fully web-based Strategic Acquisition Management (SAM) system to give NOAA more control over their procurement practices. The Appian Enterprise software enables automatic notifications to NOAA selection team managers, instant notification to team specialists, conformity to accounting and obligation procedures, performance and workload reports, and contract expiration notices. Administrators use personalized dashboards to track acquisitions and have the ability to view and aggregate requests from different customers to leverage volume buys. Acquisition summary reports show detailed information, current status, and action time stamps, and escalation procedures and alerts help users avoid process bottlenecks.
