
The Marine Corps Systems Command (MCSC) is tasked with procuring goods and services from private sector vendors to equip the operating forces of the U.S. Marine Corps.
Business Problem
The MCSC's legacy procurement process was expensive, time consuming, unable to meet the demands of the MCSC's policies, and in need of modernization. The MCSC adopted a new procurement policy, the Commercial Enterprise Omnibus Support Services Program, to support the procurement function of its program groups and increase competition among private sector vendors. Recognizing that it could not effectively adhere to the new policy with its existing process, the MCSC decided to implement a Web-based business process management application to streamline procurement operations. In addition it created the Acquisition Center for Support Services (ACSS) to centrally manage the entire Web-based procurement process for each of the MCSC's 20 program groups, from initial realization of need to final issuance of contracts.
Appian BPM Solution
The MCSC selected Appian Enterprise to power its new Web-based process management solution, designated Electronic Procurement Portal, or eP2. Providing a centralized location for managing the procurement process, Appian's solution allowed the MCSC to reduce procurement turnaround time, save money, and even the playing field for fair competition. Today, the Marines' operating forces can efficiently procure what they need when they need it, with dramatic cost savings.
